Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Defense Guarantee from Partner Nations
President Zelensky has stated that European allies have failed to provide sound guarantees that they will protect his country in the event of a future Russian attack.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.
His comments come a day after the UK and France inked a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is agreed.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which involved some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be deployed.
Allies proposed that the US would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.
Moscow has not yet commented on the announcement made in the French capital.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the foreseeable future".
He continued: "It paves the way for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."
Zelensky hailed that agreement as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.
"But as long as we don't have such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."
Persistent Challenges and Fighting
Negotiations in Paris were also significant owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the allies "mostly completed" their work on finalizing security arrangements.
Recently, Zelensky said a settlement was "90% ready".
Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Moscow currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with drones, though with more limited success.
